What is Community-Led Housing?
Community led housing is a growing movement of normal people taking action and developing projects for decent, affordable homes. They are supported nationally by organisations and through central and local government funds.
Community led housing requires a local community organisation to own and manage the homes. The housing is of true benefit for the local community, a specific group of people or both.
Community consultation takes place throughout the process.
These benefits are legally protected in perpetuity.
Community led housing is not... a tokenistic consultation, a housing association scheme with the backing of a parish council or community, or a bog-standard housing development
Once built how will the units be rented?
As a community led housing organisation we are required to work with a Registered Housing Provider (RHP). The RHP will hold a long lease with the Peacock & Verity Community Spaces Trustee Board. As part of the lease the RHP will manage all aspects of rental - advertising for and selecting tenants, providing decent accommodation that meets all housing regulations, collecting rent, dealing with maintenance and any tenant issues. They will have strict guidelines for this and will be monitored by the trustee board.
Will the Registered Housing Provider decide who can live in the properties?
The RHP can only select tenants according to a Peacock & Verity Community Spaces Allocations Policy. This Allocations Policy is defined by the P&VCS Trustee Board. It will include the key local connection criteria that responds to the need for affordable housing for people with an existing local connection with Masham.
Will the local housing authority be able to enforce the RHP to house tenants on their priority lists over people from Masham?
No. The RHP may house people from the Local Housing Authority lists in their other properties but the units at 15 Silver Street will be in the full ownership and control of the P&VCS Trustee Board and the authority has no rights to force us to accommodate from their lists. P&VCS can define that tenants MUST have a local connection. The RHP will be required to meet this when allocating units.
Will they actually be affordable?
We are working with the RHP and the local housing officers to ensure the units will be rented at an "affordable" rent. This is a standard formula that normally sets rent at 80% of private rentals in the area.
